Objectives and Scope of the Assignment

The primary objective of this assignment is to coordinate and manage the stakeholders in the energy-agriculture value chains involved in the programme in order to achieve the overaching objectives of the programme. Thus, this assignment is expected to: 1) Coordinate the stakeholders in the energy-agriculture value chains: o Identify the groups of stakeholders that operate in the energy-agriculture value chains o Based on the Stakeholder Engagement Plan methodologies, develop networking arrangements based on their respective interests and influences on the electrification of agricultural value chains o Demonstrate the usefulness of networking arrangements in facilitating mini-grid development in agricultural value chains through a stakeholder participatory/inclusiveness approach o Create connections with mini-grid and renewable energy associations that will be supported under the programme 2) Identify and coordinate the stakeholders that will comprise the Technical Advisory Committee (TAC) o Develop Terms of Reference (ToR) for the TAC in close collaboration with the PMU. This will covers establishing the mandate, objectives and aims of TAC, its roles and responsibilities, modus operandi, and institutional composition and structure o Support organization of TAC meetings in Year 1 and Year 2 of project 3) Coordinate local stakeholders and assist beneficiary groups to achieve their objectives under different project activities: o Coordinate and support renewables and mini-grids associations in order better organize themselves and to purposefully support networking for promoting renewable energies in Nigeria o Formulate a strategic plan for the associations to formalise their operation, and to enhance their networking, public outreach and advocacy activities o Support the setting up of a coordination platform for stakeholders in the renewables mini-grids value chains in the form of trainings and networking opportunities.

Consultant Competencies

The required qualifications and experience of the consultant are as follows: • An advanced university degree (Masters or equivalent) Economics, Finance, Engineering, Social Sciences, or related fields • At least 10 years of relevant work experience across strategic public or investor relations and stakeholder management • Experience in working with the UN, and UNDP in particular, international organizations, and similar agencies would be an advantage • Previous experience in conducting similar assignments • Clear understanding of the strategies and techniques for strengthening stakeholder relationships and coordination for effective collaboration.
