Objectives and Scope of the Assignment

The primary objective of this assignment is to facilitate monitoring and evaluation of the project. Thus, this assignment is expected to: 1) Ensure operationalization of the integrated indicator framework within the broader ambit of the minigrids Quality Assurance Framework (QAF) 2) Operationalise the use of the augmented QAF by applying the indicator framework on the pilot projects 3) Train beneficiaries on the architecture of the QAF for minigrids integrating SDG impacts and MRV mechanism for GHG accounting 4) Verify pilot project development milestones to ensure compliance 5) Monitor result framework, GEF core indicators, project plans (gender etc.), and social and environmental safeguards to ensure that targets are fully met and the reporting requirements are fulfilled; 6) Oversee/develop/coordinate implementation of all gender-related work 7) Ensure full disclosure with concerned stakeholders 8) Work with the Lessons Learned Expert to ensure reporting, monitoring and evaluation fully address the safeguard issues of the project 9) Support project site M&E and learning missions 10) Develop a template for reporting the sustainable development impacts of investments around the agriculture-energy nexus 11) Develop templates for financial reporting and support minigrid developers/operators on financial reporting 12) Carry out training for minigrid developers/operators on financial reporting 13) Facilitate mid-term and terminal evaluations of the project; including management responses 14) Facilitate annual reviews of the project and produce analytical reports from these annual reviews, including learning and other knowledge management products.

Consultant Competencies

The required qualifications and experience of the consultant are as follows: · An advanced university degree (Masters or equivalent) in Economics, Project Management, or a related field · At least 10 years of relevant work experience across renewable energy and rural development project monitoring and evaluation. · Experience in working with the UN, and UNDP in particular, international organizations, and similar agencies would be an advantage · Clear understanding of - and skills for monitoring project progress and reporting, quality assurance and grievance redress · Previous experience in conducting similar assignments.
